They've been shown to use maintenance and loading facilities that are out of the water and even significantly inland on a number of occasions.
Further, the ones that *are* stored in the water are often parked in bodies of water with dense tree cover like estuaries, mangrove forests, swamps, etc.
There's not going to be just a giant harbor full of drug boats. They're spread out in various areas across parts of two continents, not all operated by the same organization, and mostly blend in with civilian boats unless we're talking about a submarine or semi-submersible.
