Generally they rent out the whole hotel.

I'm not defending the U.S. or Hamas, but this rule "that you have to distinguish yourself from civilians" is only ever followed when you have an upper hand or your troops and equipment are not easily targeted at their bases or shelters.
Making yourselves obvious when there is no room or no better place to hide, is militarily unwise. When push comes to shove, I hate to make this point when it is suddenly the U.S.'s turn while their bases are bombed, but here you go.
Not that I think the U.S. doesn't obviously have better options with their global presence, hotels in their case is hubris, reckless, and lazy.

There's a number of reasons why this is stupid. Force protection is actually lower because you can't fortify a hotel. You are creating a military target out of a civilian building. You are also lowering responsiveness, because hotels aren't exactly going to be as close to duty responsibilities as a base.
But we should really know that this is being done because the US has abandoned a number of bases in the region due to inability to defend them.

So the odd truth about this is that it's a LOT cheaper for the military to live off of the economy like this than it is to build barracks that sit unused eating up maintenance spending on a "what if we need them one day" rational. So, while they should really be renting entire hotels to move the civilians, putting soldiers in hotel rooms IS the surge plan. This isn't malicious. This is how our government houses troops in situations like this.

This can only be done in places where the host nation permits it. It's been a standard practice for decades. I think most folks on Listnook are too young to remember the [Khobar Towers bombing](https://en.wikipedia.org/wiki/Khobar_Towers_bombing?wprov=sfla1). After the first Gulf War, the US enacted a no-fly zone in Iraq. Khobar Towers, a housing complex in Saudi Arabia, housed some US and coalition members involved in Operation Southern Watch. Hezbollah detonated a vehicle-born IED and killed 19 people and injured 500 more.
I see the other side of this though. There is no intent to use civilians as a human shield, but that intent doesn't really matter when at the end of the day we have soldiers among the population in a shooting war.
Modern conflicts make it more difficult to separate out military from civilians. If, god forbid, there was an attack on US soil, would a soldier living in his off-base apartment be "using civilians as himan shields"? Most military members in the US live off-base among civilians.

The boat I was stationed on carried less than 1000 people normally, but over 3000 people while deployed. I participated in a couple of joint service ops that had a shitload of people staged in an open area with tents and other temp shelters. The military has plenty of mobile capacity for troops that does not require having them move into a civilian area during a hot war, so this sure seems like an intentional choice.

Just remember, if you thought it was alright for Hamas and Hezbollah to place their forces in civilian buildings, you preemptively allowed America to do the same.
And if you didn't think it's a war crime to do so then, you preemptively stated it's not a war crime now.
