Last [one I saw](https://www.letcubalive.info/donate) met its funding goal. China is also sending 5000 panels to Cuba (which is so little compared to Cuba's needs, but it will help).

Not that it necessarily matters to the Trump regime but there are rules that apply to international waters. If the ship is Russian registered and flagged then the US has no legal basis for seizing it. (The reason they can seize shadow fleet ships is because they are not correctly registered.)
From a moral point of view, providing fuel to Cuba while their hospitals are struggling to function without electricity seems like a much greater positive than the insignificance of Russia selling an extra tanker of oil. The US has already gifted Russia higher prices and several EU countries among others continue to buy Russian oil by choice rather than necessity, so among all of the things we can do to oppose Russia, this should probably be at the bottom of the list.

I think it’s because this is not really “ending” the embargo. The US is still going to try to divert oil when they can from Cuba. Russia was just the one willing to call the bluff that the US can afford to sanction Russian oil with the instability in the Gulf. I think more traditional allies of the US (and Venezuela) will be upholding the embargo.
