This doesn't make any sense. Mexican companies will just sue to get their money back and they will win since the Supreme Court ruled that the tariffs are illegal unless they are passed by Congress.

i think it’s actually american companies that want to import mexican products who could sue.
like say costco wants to sell mexican-grown avocados, and the usa charges costco an unlawful tariff on importing those avocados: costco could take that to court. the mexican avocado producer isn’t paying the tariff so they wouldn’t have a case, costco is paying the tariff so they do.
remember: “tariff” is just a fancy word for a sneaky domestic tax hike.
