I don't know, I think Iran is willing to (for a price of course) especially if they are refusing to help us/Israel in the war.
Mostly for two reasons, it gives them a reason to not join in, and embarrasses and isolates the aggressors

It will never again be open to any ship that requires insurance coverage to move that doesn’t pay Iran for passage. Reinsurers simply cannot comply with their Solvency II risk assessment requirements to cover passage through a waterway that can be targeted by drones from anywhere in Iran.
