Number 2 does not preclude the possibility that talks took place at some level. Because Trump has lied so often, it could well be that the Iranians are counting on that reputation in denying the fact.
And the announcement that Trump says Iran and the US will soon jointly control the Straits would support the possibility of such talks and might be the ultimate grift - he has somehow found a way to make it a toll bridge of sorts and funnel some money to himself, Jared or wealthy donors’ companies ($12 billion monitoring facility or $200M annual monitoring contract, anyone?). Of course the tolls that would apply to US-bound ships are gonna be paid by who?

I used to be a true believer; that there were people in the government who genuinely wanted to do the right thing.
The government is just like the police: there are “good” ones and “bad” ones, but the “good” ones will never hold the “bad” ones accountable because they can’t be showing weakness to the masses.
They had 4 whole years to hold the maga movement accountable and they did jack shit. And when trump is gone, they’ll avoid doing anything again because that would send the wrong message.
They’re all terrified of being held accountable themselves, so they’ll keep up this facade of outrage and then quietly sweep everything under the rug until they can’t do anything about it and then return to being outraged.
