They always knew they did, they wanted to work towards a peace deal because they respect Pakistan and China and that's what those countries preferred. However Trump decided he would institute a full blockade on their ports during peace talks, which is a blatant act of aggression, so I'm not sure how anyone expects the ceasefire to continue.
