That would be like congratulating Orban. It makes no sense to congratulate an enemy leader.

It's a formality for pretty much every world leader to congratulate every other leader when they get elected

Probably think and will try to convert him to not join the evil side. But if you still support Russia in any way at this point then you are already evil and deserve 0 respect or anything that is considered good.
