It’s a US-based company that runs ticket sales outside the US, including Canada. As a company it is bound by laws in its home country and thus Canadians should be getting refunds since Ticketmaster sold tickets for concerts in Canada.

Why would it be any different for this specific state vs. others? It was a ruling that affects all the US.
