Artie from The Larry Sanders Show
Niles and C.C. from The Nanny
Cody from Step by Step
Charlie & Marcy Runkle from Californication
Bebe Glazer from Frasier
Pam from Martin
I honestly struggle to look past most of the Bluth family from Arrested Development
Those characters are hilarious - and more importantly written so cleverly.
Shit like nobody in the family knowing how to impersonate a chicken. Tobias always having the worst possible phrasing. Buster innocently foreshadowing things. The callbacks and payoffs, some of them several seasons long. This show is a comedic masterpiece and I don't think anything has ever come close.

Any one of those chicken impressions could have carried the joke. All of them happening at once is just beautiful comedic gluttony.

Rafi (and Jason Mantzoukas in general) is like truffle oil. If you use it right - sparingly - it can elevate a dish to an incredible level. But if you overdo it, it can completely ruin whatever it's in. If he has more than about a minute of screen time in a given episode he's kind of enbearable.

I've always loved the League but always considered it kind of a bad show (not sure why - maybe because some of the setups for the jokes were just completely absurd, even for a sitcom), but it always made me laugh. Rafi entered that show and was just unrelenting. What an outlandish and non-stop hilarious character.

Ray becoming comfortable with the squad and letting his hair down is some of the best character development I've seen in a sitcom. From taking himself very seriously because of how much adversity he's faced in his life/ career, to becoming a part of a team that becomes family to him is absolutely beautiful.
David in Schitt’s Creek is pretty amazing for more recent choices.

***British Representation:***
Peter Mannion MP - The Thick of It.
Most comedies get a smile or a light chuckle out of me, the Thick of It is probably the only one that puts me in fits of laughter. Even on rewatch. But Roger Allam specifically is a Marvel, he's so god damn funny in everything he does, but with the writing of this show he's my kryptonite. Not a single line doesn't make me laugh, he's brilliant. Never seen an actor say F*** better. That's saying something for a show with so many great characters, I think the more popular answer would be Malcolm Tucker (Peter Capaldi), but I find Peter so much better.

Chandler - Friends (you can tell he had such an influence on the comedy of the show -- there's so many lines from other characters where you have to guess Matthew Perry wrote the joke)
