Mostly geography and timing tbh. Raqqa was first major city to split from government and it was a good strategic location with the Euphrates and proximity to an unstable Iraq. To get to Israel they would have had to conquer Damascus which was around 500km away and had heavy fighting plus a major government military presence.

There are countries in South America where there is still no legal safe-sex marriage. These are all democratic institution. Gender Equality started in the US in 1964.
Countries and regions have not been in lockstep with the timeline of the US, which has also been slower than England when it comes to equality under law. Progress isn’t always fast, and Iran used to have much more equality before the US led a coup which led to the revolution and a worse government replaced the progressive one. There are plenty of Islamic countries that support women in the workforce.
Turkey, Lebanon, Jordan, Kosovo, Bosnia, and Albania, all have anti-discrimination LGBT Laws.
