Remember that this is cumulative over time. The longer Russian production is down, the more damage is caused.

Im curious if Russia is not able to produce more Oil than they can sell anyway. Than this would not make a big difference.

When it comes to energy, there is basically no such thing as not being able to sell it. The price just comes down until it out-competes the alternative. So restricting who can buy Russian oil doesn't mean they cannot get rid of it all, but rather that it reduces the price somewhat. The price then will have an effect on the production. Oil drilling/refining won't take place unless it is profitable to do so. Which means that if oil is being produced, it has a buyer.

Boils down to whether Ukraine can produce flamingos faster than Russia can rebuild ports and refineries. I’m no expert, but I can risk a guess who is going to win that race.

Zelenskyy's March price tag on Russian oil hits is a drop in the bucket, logistics-wise that's still 2.3 billion dollars in lost revenue for Russia, but it won't stop their war machine overnight.
